Phase 2A: what the former-student route covers, and what it does not

MOE's Phase 2A criteria are: a child whose parent or sibling is a former student of the school, whose parent is a member of the School Advisory or Management Committee, whose parent is a staff member, or a child studying in the MOE Kindergarten located in that school. It is one registration window with its own dates - 9 to 10 July in 2026, with results on 17 July - and if applications exceed places, balloting applies within 2A too, in the same order of citizenship and distance as every other phase.

Context

Phase 2A is the second registration window in MOE's P1 sequence, sitting after Phase 1 (siblings of current pupils) and before the volunteer, church, clan and grassroots routes of Phase 2B.

What this means for your family

The practical point about 2A is that it is inherited, not built: by registration year your family either has one of these connections or it does not. Note the detail that surprises people - a sibling who is a former student also qualifies, not only a parent. What 2A gives you is an earlier window while more places remain; it does not promise entry at heavily subscribed schools, where 2A itself can reach a ballot and home-school distance then decides priority within each citizenship group. MOE's published criterion is being a former student; what documentation a school accepts as proof is the school's process, so check with the school early rather than assuming an alumni association membership card is required or sufficient.

Steps you can take now

  1. Confirm with the school what evidence of former-student status it accepts, well before the 2A window opens.
  2. Look up the school's past 2A numbers in MOE's vacancies and balloting history to see whether the phase has been reaching ballot at all.
  3. Check your home-school distance category on OneMap in June of the registration year - it still matters if 2A oversubscribes.
  4. If your family has no 2A connection, move your planning to the 2B conditions or to a 2C shortlist rather than trying to create one late.
