Church and clan connections in Phase 2B: how the endorsement actually works

MOE's criterion is a child whose parent is a member endorsed by the church or clan directly connected with the primary school - which organisation is connected to which school is a matter of the school's history, not the family's choice. The endorsement itself - who counts as a member, how long membership must have lasted, and whether children of members are put forward - is decided by the church or clan, and 2B's usual arithmetic still applies afterwards: 20 reserved places plus one-third of what remains after 2A, with balloting by citizenship and distance if oversubscribed.

Context

Among the three Phase 2B routes, the church and clan route is the one whose criteria sit almost entirely outside MOE - the ministry defines the eligibility in one line and leaves the endorsement to the organisation.

What this means for your family

This route mostly serves families already rooted in those communities. Many well-known schools grew out of churches or clan associations, and for a family that genuinely belongs to one, the endorsement is a recognised path - ask the organisation early what it requires, because some set membership-length expectations of their own. Joining an organisation in the registration year purely to obtain an endorsement tends to fail on both counts: endorsement is at the organisation's discretion, and the pattern is easy to recognise. If your family's connection is real, treat this as one 2B door among three and still check the school's 2B history at your distance band; if it is not, your planning time is better spent on the volunteer calendar or a 2C shortlist.

Steps you can take now

  1. Ask the church or clan (not the school) whether it endorses members' children for P1, and what membership length or participation it expects.
  2. Verify which school the organisation is actually connected with - the link is historical and specific, not a matter of denomination or surname in general.
  3. Check the school's recent 2B applications against places to see whether endorsed families have been reaching a ballot, and at which distance band.
  4. Keep a 2C alternative ready regardless - endorsement is a route into the pool, not around it.
