Phase 1 and the second child: how sibling priority really works

Phase 1 covers a child who has a sibling currently studying in the primary school, and MOE's page states plainly that all eligible Phase 1 applicants will be offered a place. In 2026 it ran from 30 June to 2 July with results on 8 July - before any of the contested phases began.

Context

Phase 1 is the first window of the P1 exercise, and it is the only phase whose outcome MOE states unconditionally: every eligible applicant is offered a place.

What this means for your family

The strategic weight of Phase 1 falls on the first child's registration, not the second's. Whichever school your eldest enters becomes the school your younger children can enter with certainty, at a time when every other route involves reserved-place arithmetic or a ballot. Families feel this from both sides: it is a relief for the second child, and a reason to take the first choice more seriously - you are effectively choosing for all your children at once, including the commute and care arrangements that will have to work for two or three at the same time. Note the boundary honestly: the sibling must be studying in the school when you register, and Phase 1 - like every phase - allows registration at only one school. If you are considering moving your eldest, remember the anchor effect runs through them.

Steps you can take now

  1. If a sibling is already in the school, register in Phase 1 within its window - the place is assured, but the registration still has to be made.
  2. If your first child is the one being registered now, weigh the school as a decision for all your children: commute, care capacity and environment at family scale.
  3. Check that your case matches the criterion exactly - the sibling must currently be studying in the school at registration.
  4. If you are contemplating a transfer for the eldest, work out what it does to younger siblings' Phase 1 eligibility before deciding.
