The grassroots route into Phase 2B: what the rules actually say

A parent endorsed as an active grassroots leader qualifies for Phase 2B, but may register only for schools within 2km of the residential address - a cap that applies to no other 2B route. A child admitted this way must then live at the registration address for at least 30 months from the start of the exercise (30 June 2026 this year); if that is not met, MOE states it will transfer the child to a school of its own choosing, with no say from the parents.

  3. Make sure your family can genuinely stay at the address for 30 months from the start of the exercise before relying on this route.
  4. Compare the total effort honestly against the volunteer route and a well-chosen 2C shortlist - for many families the calmer path is the nearer school with room.
